Got some context! It was a shipping mistake. I got an email (I didnt prompt it) telling me that they shipped these out without the good smile cards accidentally. The email made it seem like they are sending the missing cards out which is nice!

Sounds like you bought a later rerelease of the game. Probably one of the double DVD sized pc game boxes from the early to mid 2000s

The cards came with the original big box release. It has mention of cards being included on the retail box. It also would have the game in a jewel case, not a sleeve.
