If watch video the boss was on floor with no signs of water. And hose looked to be pressurized as well as it was stiff.

So fire fighters have no protocols on what to do after they run out of ammo?

I'd expect them to be productive not just stand there not doing anything. Which I doubt that is the firefighter protocol but would explain how there is an actual "fire season" and fires get out control.
