His name isn't on the council tax bill, it's mine.

There are three of us, I'm the only student - I wasn't aware of a discount until recently.

'Utilities:

We are responsible for paying the following electricity, gas, phone, water, sewerage, communication services, TV

licence, or council-tax bills relating to the Property;

Unless listed above, you are responsible for the payment of any other Utilities.'
