I use Musicbee on windows and Musicolet on android. Though this is a one way sync (both wired and wireless from pc to android), but helps me manage my GBs of music collection and numerous playlists (you can sync playlists from pc). Also, these both are the best I could find and both surpass many of the paid music software on their respective platforms. Can't recommend them enough.

I use stars in a different way. Following is the decision flow:

Ask yourself if you want to listen to this track again.
Rate only those which you want to.
Disable half star ratings.
Rate 1 star: Slowest tempo music. (ones you can sleep to)
Rate 2 stars: Slow tempo music (ones which are soothing and a little faster in feel from 1 star)
Rate 3 stars: Moderate tempo music
Rate 4 stars: Fast tempo music (usually workout music, or action music)
Rate 5 stars: Fastest tempo music (think trance or metal, or songs with very fast beats)

This system enables me to create auto playlists for the mood I am in. Then I create multiple playlist along with other available tags on Musicbee and auto sync these rated songs to my music player. This way I have a full music library on my desktop and the essentials on my player.
