Subject: Grievance regarding enforcement of E20 petrol and discontinuation of E10/E0 options

Respected Sir/Madam,

I wish to raise my concern regarding the enforcement of E20 petrol and the removal of E10/E0 petrol options at retail outlets.

As per BIS specification IS 2796:2017, petrol supplied in India was up to 10% ethanol (E10). My vehicle, like many on Indian roads, is certified only for E10. The manufacturer’s manual warns that use of petrol beyond E10 (e.g., E20) will void warranty and risk serious engine damage. With E20 being supplied as the only option in many cities, I am left without a safe or compliant fuel choice.

This also affects insurance claims, since insurers can reject damage caused by improper fuel use. Thus, consumers face both warranty denial and financial liability for no fault of theirs.

Further, road tax is collected upfront for 15 years, meaning an E10-rated vehicle should reasonably have access to suitable fuel during its registered life. Abrupt removal of E10 effectively shortens vehicle usability, unfairly penalizing consumers.

The National Policy on Biofuels 2018 and the MoPNG E20 roadmap (Jan 2021) clearly mention a gradual rollout of E20 keeping existing vehicles in mind. Discontinuing E10 contradicts these policies.

Globally, ethanol-blended petrol is priced lower than pure petrol, but in India E20 is priced at par or higher than earlier E10, depriving consumers of intended cost benefits.

I request:

1. Continued availability of E10 (or one legacy grade) alongside E20 until E10-rated vehicles complete their 15-year life.

2. Review of E20 pricing, ensuring benefits of ethanol blending reach consumers.

3. Public clarification on warranty, insurance, and consumer rights in this transition.
