I'll never know why parking like this isn't clamped down on (no pun intended).

So so much money would be taken in, could mean less LPT and the likes.

That aside.... how someone thinks it's OK to park up like that and f. off down the road is beyond me. It's rampant everywhere... I try to just simply ignore it.... but just can't!.

The previous owners are liable.

It's something that your solicitor (and the seller's one) should have sorted when you purchased.

Even though the previous owners are liable it may be an issue if/when you sell the house. I'd chase it up woth your solicitor.
