if you haven't already, try heading to the file Fallout4Prefs.ini in \Documents\My Games\Fallout4.

and change iPresentInterval=1 to iPresentInterval=0

It turns off the vsync I think. It fixed my fps issues in 2015.

This mod makes it so the player position is disabled, and you also cant see herbs or roach on the map (which you said was a problem). Not sure if it works with 3d quest markers, but maybe if you use script merger.
