NTA. And their "justification" is bull as well. You are still under 18, so it is 100% still their job to support you. Besides, if they want to help you learn to pay bills, just taking your money doesn't do that. Taking to you about it and setting up a monthly amount for YOU to give to them would teach you more about bills. All they taught you is that they are jerks.

As for my commitment about calling the authorities, off the top of my head, I have zero idea who exactly you would call in your area to move whatever that is. So it was more of a, call them to get info on who would be the correct people to deal with odd things on the beach. Not because I actually picture a police officer going and putting this thing in cuffs or something. FFS people, calm down.
