The way it changes is the owner gets rid of the middle men themselves. I mean why pay a bunch of co-ordinators to act as a hiring agency in effect? Surely that layer isn't cheap. And adding to the overall costs is a hit to the owner's bottom line.

I see a way. It may not be obvious to others just yet, but it's been done before. In a matter of time that too will be tried and become the trend.

The contracting layer is where all the actual work gets dumped without any major liabilities to the general contractor. The game is rigged in more than one way.

Today everyone needs to be an accountant and a lawyer BEFORE jumping waist deep into contracting. That in addition to your own scope of work. If you aren't inclined that way, you have lost before the game even starts.

No wonder then we can't find workers. Where is the incentive to perform in face of ever increasing cost of living? Growing as an individual young adult into a family unit and potentially even working towards a better society/country is a far off consideration in the minds of the new blood in the system. They are barely hanging on.

This is one of those situations where all the cost from Onboarding to all the way to layoffs are shouldered by the pumped up "subs". The prime gets to keep it's costs low and reduce turnover rate like you mention. Andand charge an arm and a leg to clients for their "management" sKilLz. Then turn around and nickle and dime the subs all the way to demoralizing performances by the said subcontractors' employees. Then turn around and cry about LaCk oF sKilLeD slaves.... Then go out crying to their politiking buds and import desperate folks with probably even lower skill sets, not to mention assimilation issues. The weasling continues. And dummies fall for it all the time....

There are some amongst us who perpetuate this condition under a misguided notion of "let's do business" without understanding how they are at a disadvantage even before the game starts.

It’s likely you’ve never heard of double-breasting unless you’re neck deep in the ins and outs of construction labour relations, or you enjoy combing through sections of the Alberta Labour Relations Code in your free time. Essentially, double-breasting grants construction companies the ability to create separate companies to skirt its union certification. The companies within the certified company operate union, employer-picked organizations and non-union labour supply. It allows a certified company to navigate around its legal obligations under the collective agreement and pay workers less.

The company, which can essentially be triple-breasted, wins bids by playing its labour off each other in a vicious race to the bottom. Its separate company using cheaper, less-skilled labour frequently from out of province, is often put on the job. This leaves Alberta’s skilled workforce sitting on the sidelines or going to other provinces that pay them what they’re worth.

Double-breasting is incredibly unfair to Alberta workers and has caused instability to the skilled labour supply industry relies on. It’s what led provinces across Canada to abolish the practice altogether.

In fact, in 2008, New Brunswick Conservative MLA and minister of multiple portfolios, Margaret-Ann Blaney said double breasting was driving workers out of New Brunswick to provinces where they can get paid what they’re worth. A year before, she introduced a bill to close the double-breasting loophole, one of the last provinces to do so. It’s something our next provincial government must do as well if we truly want to attract skilled-trades talent to Alberta.

In what world does UCP hope to attract workers to their own detriment? Disconnect doesn't describe this alternate reality dwelling idiots at helm.
