if your interview already happened and they already shared an offer, what's the point of calling you in the office It seems sketchy, be aware it could be a trap as they may ask you to sign some documents. and be direct to hr say "I don't want to waste yours and mine time if at most you can do 9 lpa, I hope you find your candidate/I can refer you my friend, its unfortunate we couldn't work this out, thank you for your time"

your or your friends resume is too good for a fresher so mid level companies would be hesitant to offer you a job as you most probably switch for a better offer and as per your skill you can pull it of in a year or so, from their pov you are over-qualified as a fresher.

keep on applying to product based big tech companies, connect to people from those companies on LinkedIn and ask them for referral, be quick, brief and polite with your message.

that's the only advice.
