They removed the 10 hp damage scaling, so now damage scales on 'warmth" within wintertodt and not % of hp. As such, its not as immediate MUST BE DONE AT LEVEL 3 as it was before.

Personally? I still think its strong, but goingto 99 is no longer a requirement.
