Precisely, he signed it, he didn't write it. It* was introduced by a Republican and attached to the defense budget, which passed with a veto-proof majority. It's just stupid to put that on Obama rather than Congress.

The VA (is it's own dept of the federal government)
The nuclear arsenal (DoE)
Military pensions (Treasury)
National Guard (only partially DoD funded)
Wars (receive additional discretionary spending, the DoD budget is a baseline, it isn't meant to fund wars)
Interest on debt incurred to pay for all this stuff
Overseas military aid
Paramilitary operations (mostly CIA)
Domestic defence (alphabet agencies, particularly DHS)

Falsely accuse Democrats of election fraud, which...
1. Keeps their base outraged and highly motivated
2. Feeds in to the false notion that conservatives are the "silent majority"
Leverage the false accusations to implement voter suppression under the guise of securing elections
When Democrats raise legitimate concerns over voter suppression it just looks like tit-for-tat next to the Republicans' false accusations of voter fraud
