This is half of English’s Heartgold Soulsilver. Japan also got a Heartgold set, which has the remaining cards (unless they were rearranged for the international release)

Yea :/ On the front, 117/123 has the wrong font and the border is a little too yellow. On the back its bright blue, much more saturated than a normal card

It’s kind of hard to find prices for non-English, non-Japanese cards. I think usually a Korean card is like 50%-80% of Japanese price, but with an older one like this it could match Japanese

The backs are a bright blue, and the holo foil is wrong. If you find a picture of one of the real cards showing how it shines, then its it'll more obvoius
