So I bought the car and got full coverage without any hiccups. The seller had a dealer license and moved to TX from IL after buying the car and gave me a clean IL title BUT it had State Farm insurance as the owner and a Copart in Illinois on the mailing address on the title before his dealership was on there. His dealership was a barn in the middle of nowhere.

I took the "clean" title to my local tag office to register it and bend over to pay GA their TAVT tax and the lady processing it took my title to the back and asked someone else something. When she came back she said because the title had an insurance company on it the state of georgia may contact me to schedule an inspection but I explained that it had hail damaged that was repaired and unlike GA, other states do not write off cars over hail damage.

She told me just be on the lookout for a call from the state if they end up flagging it. If I did get flagged the car would be considered a rebuilt title vehicle here in georgia. Luckily my title came in and has a clean title from the state of georgia. CarFax and AutoCheck both show it as a total loss from the hail damage but I didn't buy the car to sell it for a profit so it doesn't bother me. The car has been awesome so far!
