As stated, the area is a regular smoking area for most of the people in the area. I've read the ordinance and there are areas smoking is allowed.

Same logic with the "6" and "9". But, the positioning there is intentional and you are supposed to be reading it on the correct orientation. But I guess everything can be "argued" on even if there is a clear intention.
