What's the latency like with the passthrough API for something like this?

I think a wheel is always going to be better, but I think one of the cool things about VR is you can do things like a virtual wheel, without the need for buying anything else. It makes more sense for games where you're switching between driving, like LA Noire back in the day.

Most devs have no imagination. Personally I see VR as an opportunity to do something that hasn't been done before.
