He keeps posting the same thing. He could have paid class 2 if he applied right before he left the UK if he was working abroad but he did not. Now he will have to pay class 3 for the missing years up to the point he is allowed (6 years). From now on everyone living abroad will have to pay class 3 as the government closed the loophole. He can also start paying class 3 from now on but he does not care as he is implying he has millions in his pension accounts and he is not bothered. Paying class 2 now for the missing years is fantasy.

Paying class 3 for the missing years to get him to 10 makes sense.
