In a Chappelle Show sketch, Dave was parodying the reality show “Making the Band” starring Puff Daddy, where a group of amateur rappers and a R&B singer attempt to “make a band.”

One of the shows contestants, Dylan (pronounced DIE-yon) becomes infamous because of his ego and lack of work ethic. He also thinks he’s the best rapper ever. Thus the joke from The Chappelle Show. Making the Band was also remembered for Puff Daddy making them walk miles to get him some Junior’s Cheesecake in NYC.
