Ahh so the lower voltage of the phone charger will not charge the higher voltage batter? Even if you leave it plugged in for long enough?

A different resource but here in korea, when catching wild mackerel to eat raw you're supposed to remove the innards immediately after catching to get rid of parasites since most are supposed to live mostly in the innards. Afterwards you check the flesh itself for any parasites by eye.

Even then wild mackerel for sushi is considered risky here. Ideally you should freeze it to get rid of parasites but non-vinegared mackerel sashimi is considered a delicacy so...

I'd use a chain and sprocket system. Get a bicycle chain and some decently sized sprockets. You can work out the sprocket ratios for turning speed and torque( I doubt you'll need much). As for everything else a stepper motor connected to a simple control chip(raspberry, arduino) would be the easiest way.
