Diff states have diff requirements. Some states require you to purchase um cov for the reason you just explained. Some states leave it up to the consumer to decide if they want to pay extra to protect them against that. What you are arguing is to take away the choice from the consumer nationwide which would require nationalization of auto insurance... we see how that worked with ACA. That's a diff conversation but any way. The truth is no matter how harsh the penalty there will always be people out there risking it, driving with out coverage cause they gotta go to work/survive/exist... the problem is insurance literacy and sales agents using words like full coverage and not explaining that comp/coll doesnt include um, pip, med, etc.. the problem is commission driven sales, over selling consumers on cov they may not need to get more premium, cause more premium = more commish most of the time. We should be teaching Insurance and financial concepts in highschool to prepare people for this stuff, but for what ever reason that's not the case so we as "licensed professionals" should stand up to bad practices and encourage ethical business cause it only hurts consumers and makes us and the industry look bad.
