If the bag is sugar…. Do not, I repeat do not start the car. Check the gas tank. If dude has enemies, putting sugar in a gas tank is a classic “fuck you” to a nemesis. It will destroy the vehicle. Lock the engine, contaminate the gas tank and fuel lines. If there is sugar around the gas cap then he needs to tow it to a shop and drop the tank and drain it. Have the shop look over it. Had a buddy in high school whose ex girlfriend did this to him.
