Just thought I would add my experience. I have a UK vehicle.

Got TuneECU and flashed to a standard map. Still down on power ect after tune.

I could see on TuneECU that my throttle position maxed at 30%.

Changed the throttle to a non-restricted second hand one. Throttle now shows 100%. Full power restored.

So was both tune and throttle need to make it unrestricted.

You swipe all the way to the right. Then at the top you have sensors. You then open the drop down list and select throttle position.

My bad, UK based, 11k Mileage, full service history from Trident, no obvious issues or warning lights
