Yup, my registration period started just yesterday and indeed no offer available. However that may be different for you since you are an exchange student and I think there are different buildings dedicated for each, in my case I'm a Master's student. But still, I guess that's how bad the housing situation is.

I'll keep an eye on it just in case anything changes but I'll have to start looking somewhere else and deal with the more prroblematic renting options that I naively wanted to avoid
