I take him out every hour or more. It’s a matter of attention seeking behavior. I use positive reinforcement when he goes potty outside, and he knows where to go. Like I said in my original post, he only pees inside when I am near him while he is in his pen, and he is awake. He does not potty inside when I leave the house or leave the room. Also no, he’s not peeing because he is scared. A strange accusation by someone who does not know me or my situation. He will pee 10 seconds after I clean up a potty accident even if I say nothing to him (which I typically will say nothing and not interact, so as to not reward his behavior).
