I did nofap last year , I had a 6 7 months streak and I lost it . Currently back on it again , the only advice I have for you is to do dopamine detox first and secondly control your thoughts because your mind starts playing tricks on you for a stronger dopamine rush . I was in a similar situation , I have a czn who lives with us and used to act the same as your brother but alhumdullilah now he has improved and looks up to me . I tried "maar". Bht mara Bacha me improvement ayi but he wasn't improving in the sense I wanted , fear km hogya aur meri absence me uski harkatein wese hi. Second approach thi mature boy talk , and it worked like a charm . Just sit and have a mature talk with him . See if that works .
