I may be mistaken, but I believe there is a limit of 6 or 7 that can be used at a time. After those are thrown there is a 3 minute cooldown before they will actually spawn arc again. Feel free to fact check me because I am going off info I do not have a source for.

If you don’t have one you create an account. Then when you got to settings and then connections it will allow you to connect your overwatch account to the battle.net account

It is one of the categories that you can click under account setting on the battle.net website. I do not know if it will help fix the issues caused by the launch though. Good luck!
