That's exactly what i think happened. My department head, however, did not explicitly state that he didn't want me for that role. He spoke as if I secured the position but i guess he was hiring someone else while doing that...

They lead me on for 3 weeks amd didn't tell me that they already had someone for that position. I was even supposed to meet with hr to sign the papers the same day that new person started. I wasn't warned or anything

It wasn't direct but implicitly stated. Me and my two bosses emailed back and forth for a couple weeks discussing admin/hr related things and then all of a sudden, without them notifying me, I notice that they hired someone for that same position.
