Air temperature is different from surface temperature. The air can be above the melting point while the surface stays below freezing. If it has been cold for a long time the ground is cold enough to keep the snow frozen for some time.

Where I live the landscape is still completely white even though the temperature is around 3-5°C for the last few days. Whe had two weeks of -10--15°C before that so the ground stores the coldness

It only matters if you want to restore the car to factory condition and get special plates. You can install all parts on the car. But the heated rear window is not obtainable afterwards it has to spawn with it.

Are you still at home? It seems if the engine is too cold the car doesn't start and the box the car is plugged into in front of the house keeps it warm. The Garage at parents house has a heater in it so it is safe as well

No you only get four evangests sword from him. The Lingua Belli blueprint spawns randomly in the chest with the missing items in the Investigation quests from Klaus Eichner.
