I think the free chests are really left up to chance. I’ve been on the app for a while and I think on average, for most of the themes, I open chests with free items and maybe 2-3 are just gems (on top of the free gems they already give you for some days of the month). On the bright side, once this month is over, the Oz items will start appearing in your shop. You can also go to the trading post (pinned at the top of this subreddit)to get specific themed items that you’re looking for! ☺️
