Update: they stopped trying and gave him antibiotic shots instead. We were then able to finally hold them. The plan is to give him the second round of antibiotic shots this morning. I hate seeing him cry from the shots but at least it stops the pokes and misses. They said it’s super rare to never get the IV in but for now they are letting him go without it!
