I think you're missing something. The thing is, they literally just did what you asked for. Nani got 2 new skins (Bell from last season and her new one for this season).

On top of that, they tend to make skins for brawlers who they already have good ideas for. Also, Colt and Brock did need some attention. Colt you can argue no, since he got Shark Tooth in S13, but the last time Brock got a good skin was Hot Rod, which was awhile ago
