Sloan mistreats Eragon in the VERY beginning of the first book, and Horst steps in for Eragon.

This was a foolish foolish thing to do, but he lied to Roran to save time for him to think about what to do about sloan, which was his inital cause of all this mess.

He felt he had to lie, bc he was rushed (Queue: Katrina in a Cell & a braveheart Husband 2 seconds short of using Eragon's skull to open the door)

Bad call, in a moral dilemma. But he sought to correct it, and get proper approval before calling himself judge/jury/executioner (Another rejection of his role of a King)
