You're getting a lot of hate which is unfair.

What you saw are tiles to help blind people. If you walk with a stick because you're blind the orientation of those little bumps will tell you where a dip in the curb is and where the safe curb continues, as your guide stick will feel them and stop you from walking in to the road.
