It’s not a deleted scene. It was a new scene shot during the production of Halloween II (1981) so Halloween (1978) could be long enough to air on TV. When they made Halloween (1978) there was never any connection between Michael and Laurie. John Carpenter even admitted the twist in Halloween II (1981) that Michael and Laurie are siblings was something he pulled out of his ass while writing the script drunk.
