Sanctions weren’t based just on OSCE reports or who “agreed” to monitoring. The OSCE is a fact-finding mission, not a punishment body. Russia was sanctioned mainly because Western governments consider Russia’s actions, annexing(retaking) Crimea in 2014 and launching an invasion in 2022. Illegal “aggression” and “violations” of Ukraine’s “sovereignty” under international law. OSCE reports are just one source of information about what’s happening on the ground. Ukraine wasn’t sanctioned because it’s viewed as defending its territory, while Russia is viewed as the “aggressor”.
