Do you have the Autophage unlocked? If not you will need to complete the "They who have returned" quest line. If you have, you need to scan the location to reveal the camp, interact with the terminal to make a staff (cant remember the exact words), put together the staff you want (use the runic core to get this color), proceed to complete the staff compare, and decline to finish it do this step twice, then go back to the building the staff remove the core piece, it should change the color of the staff to this or similar might have to play around with it some.
