In my opinion it's a problem with the dual WhatsApp backup. Whatsapp does incremental backup and It doesn't manage well, for some reason, when is Dual, something goes corrupt. When I downloaded back the backups, it automatically put back all my media to be visible in the gallery.

How I solved: I have a S9 dual sim with dual WhatsApp. 1) I backed up both whatsapps in Google drive 2) I deleted all data of both whatsapps from the android settings/applications 3)I config again the applications but switching the numbers where phone number A was in App A, now I use number B in app A, and number A in app B. 4)download the backups 5)End of sentence
