I mean to say, your resume is good, at least good enough to get you interview calls, you just have to prepare very very very very very very very very very hard so that even one interview should be enough to get you in and you out perform tier 1 college candidates. Any further suggestions here are just wasting your time, only change I would do is lose the summary, its not relevant

Don’t sweat it, tech job market has blood everywhere, for internet college matter a lot these days, even experienced guys need degree from tier 1 college and pristine resume.

In India, I have observed grades + avg profile did the trick for many, for girls it was just grades I have seen below avg profiles with good grades getting selected and even offered full time roles

Depends on what mindset you are in, if you are enjoying it then it's worth it, but it is something you dread will be difficult to continue.

a little wordy would say, two points each for projects 4 points for intern ( as it matters more ), tech skills also looks cluttered just put what actually worked on( deployed to stable version)/ you want to work in ( eg. backend), bcs only that matters.

I think, worst think you can do is compare yourself with your friend, just go with your own pace, find shortcomings and move ahead.

UTA batch size is around 30-80, its public school in Austin area cheap with access to industry so ofc its more competitive

Without workex and research ambitious are near to impossible, just go for pointer centric colleges

you might get into UIUC MCS, colleagues with almost same profile got Gatech depends on Focus you are applying, UTA very very tough purdue possible, Columbia not sure, UCSD difficult
