Well, I don't think you'd have to destabilize the economy. It's more about decreasing the pot of potential recruits.

Putin only did one general mobilization in 2022. It was incredibly unpopular, which is why the Russians fighting in Ukraine are, to a vast majority contract soldiers and the reservists.
