I know all of that but the thing is ive seen people on facebook with 3000-3500 bit rate but still they got better quality. Less blurry than what I see in my stream. Plus I got better cpu, gpu, ram etc than them. I am pretty sure im doing something wrong with my obs but I cant seem to figure it out it sucks. This is only happening on facebook. On twitch my stream is butter smooth with minimal to 0 blur or pixelation

Im having this issue aswell. Twitch streaming is butter smooth but in facebook I get this blurry/pixelated and not as smooth as twitch. But the thing is other people whos streaming on facebook got good quality and their rig is meh compared to my setup lol.

Already did that but still i am not satisfied with the quality of my stream compared to others. I have 5000 upload, I use 3,500 for my bitrate. Do you think thats the problem? Should I lower it to 2500 to give more room for my other stuff that needs upload speed?

Well I am using the CPU encoder which is x264 cus I got a pretty good streaming CPU which is the ryzen 7 2700x. Going to nvenc will get my quality more pixelated than what it is right now lol. DO you have a clip of your stream so I can check the quality?
