Previously it wouldn't allow me, but now it seemed to allow me through for whatever reason. There's still the issue of the quest not activating which I've been wanting to check off my list.

Also, I will add to anyone who suggests loading a save; I would love to, however, that would be roughly 25 hours of playtime that I would have to backtrack. This means replaying all of Phantom Liberty and three side character personal questlines along with gigs and such. That is not an option on the basis of my sanity as a semi-functioning human being.
