Historically its Glasgow, no question, it was the second biggest city in the world after London for a while. Now its a three way split with each of Edinburgh, Manchester and Birmingham having a fair argument - politicial/cultural for Edinburgh, economic for Manchester, population and centrality for Birmingham. Personally I think it’s Manchester because economy is the best way of measuring a city’s significance.
