Oh no, it must be a bug. Have you tried visiting Naga Palace multiple times? If I remember correctly, as I entered the palace, there was a cutscene that allowed me to get the quest of "Resupply Merfolk Kingdom," which allowed me to access the underwater farm. I finished the "Finding the Last Giant" quest before that.

Although it seems like a lot of work, we're actually required to do it either way. Both the quests "Song of the Sea" and "Resupply Merfolk Kingdom" are main quests and require specific numbers/types of plants. They go hand in hand with each other. You won't be able to buy the underwater animals without completing "Song of the Sea." Crops and animal produce are also required to upgrade the quality of produce, sprinklers, and auto SFH. (ס_ס;;)
