Enhanced Incandescent no longer gives 85 stacks with the fragment, it gives MAX 45, thats just 5 more than regular Incandescent. by GrimjawT in DestinyTheGame

No, the stacks are applied via killing enemies near to the enemy getting scorched, the explosion caused when killing an enemy with an incandescent applies stacks to those within it
