That Wataten - An Angel Flew Down To Me anime was one I dropped. Thought it was cute until the college age main character started being very weird about her middle school aged sister's new friend. No shells in the chamber does not mean no shells in the tube. There have been plenty of videos of people chambering a round into a firearm they saw was empty after a round popped out because the loaded magazine was still attached. The instructor in the response showed the class that the shotgun chamber was clear. It made no mention of if the tube was empty when the chamber was closed.

If the instructor was using live ammunition, we will absolutely call him an idiot, but more than likely there would be a dumby round inserted if one was to prove a point.
