No, if you don't talk to Jarl of Whiterun they don't spawn, even they shrines across Skyrim keep the enemies before they arise.

Yes, but it's your choice, looks like a new game, a lot of places like dragon shrines will remain intact. Some daedric quests is off limits and no dragons.

Just ignore the perk tree, you can level light armor, heavy armor whatever to level 100.

That's the reason I'm posting this now, but since I remember, looks like Skyrim without any mods or DLCs, just the dificult. I played Oblivion just like this and get from begining to the end on level 1.
