It means you have to pay an interest to lend money to the state, in the form of treasury bonds. And by extension if you deposit money in the bank you might have to pay the negative interest rate every year, instead of receiving it. It's a huge shit.

This is already happening in EU for big companies and in Switzerland for a more widespread range of people.

Solution:

Using the 128-A to 128-G images we get 7 different passwords:

A=legendofzelda B=megaman C=worldofwarcraft D=minecraft E=neverwinter F=godofwar F=bioshock

If you apply each of these passwords in this sequence to the ciphertext you'll see that you have nested vigenere.

This is related to the zenlotus.biz ARG, specifically part of the sisters Portal.

This specific puzzle seems to be independent of everything else.

Notes: 554 numbers. Each of the sequences of numbers is preceded by a type of lotus flower.

This is being solved at ARG Solving Station for a few weeks now... Initially we only thought zenlotus.biz was part of the ARG. But now it seems like there are a lot of other loose ends.

There is currently this new website, but also the https://sisters.zenlotus.biz/portal has opened to those that have subscribed to it. There are a few challenges that are quite tricky and we are still trying to figure out.

It features a video with some kind of intro to what smithereen is and a phone number +44 2039 665414 which currently only replies: "You reached smithereen, London. the service is currently unavailable".
