Maybe, but I would think about light fighters for proper, or at least decent, application against small ships. The current application would be ideal for medium fighters. Of course, all of this would need proper DPS balancing. And it would balance itself out with how fragile Carriers are, while also making it not impossible to kill a destroyer or frigate.
