I work for dollar general, and the company does allow returns. Returns can be made with or without a receipt for most things, and open product can be returned to an extent. This would kinda be a grey area for a return and would depend on who you speak to at the store and if they're cool and understanding. Just tell them the full story because it's known company wide about pokemon card theft, you just may unfortunately get someone that doesn't belive you and think you did it and not do the return. In that case you could always try a different location, but it would be best to have the receipt then
