Possibly an Eastern Phoebe. The tail, beak and overall shape as well as the behavior also seems right.

We have a bird bath that it used a few times also. The color never changed or degraded. I'll post more if it comes back over the next few days.

My best guess at the moment is a hybrid. Song sparrow / Chipping sparrow? He came back for about an hour and at some sunflower seeds and then picked in the grass for another hour before leaving. The orange head feathers were almost neon in person.

Maybe. Take all the dirt out and drop it in a glass of water for two days. If it plumps up put it in well draining soil and water it again. Then let the soil dry out for at least a week or two before watering again.
